In the name of Allah, Most Gracious, Most Merciful
It is no longer hidden that the political process in Iraq has been revolving around heated struggle to obtain higher positions and guarantee chairs under the umbrella of democracy. What happened and what is still happening in the political process is merely a fragile game that is lost in the maze of narrow sectarian and partisanship preferential treatment which almost lit the fires of civil war if it was not for the national unity roots which are deep-seated in the minds and consciences of all Iraqis.
What was afflicted upon the Iraqi people throughout the past years in terms of the change in all political, economic, security and educational aspects did not exceed the frame of glamorous mottos and promises hanged on the deteriorated security situation hanger.
Our Association preserved itself from the preferential treatment of all kinds because such preferential treatment promotes sectarianism, denominationalism and racial bias between the children of the same country. It shreds the national spirit that covers all Iraqi individuals.
Under the pressing need for a national political project that achieves harmony and unity between the population and its representatives that is built on bases where deeds implement the word of a mouth; and in order for us to contribute in bringing Iraq back to its original track as it is the origin and the lead of humanitarian cultures, we saw that it is necessary to develop a political project that meets all of the country’s and citizen’s needs so as to be an Iraqi national guiding step which rises with Iraq and its population.
Developing the pillars of this project only represents the start of a clear road, to which we will be developing complete plans and paths in the varied fields of the Iraqi citizen’s life which we expect to be a success in building a safe Iraq that enjoys well-being and overshadowed by freedom on the land of unity.
The bases upon which the Iraqi National Unity Association is based mainly depend on practical life aspects away from excessive theories because the Iraqi citizen’s worries are headed for the nature of the programs and the extent of their reality. They are not headed for the kind of political beliefs or philosophical thoughts that they represent, which were proved to be significantly falling back by the recent elections experiences.
We can view the political work project of the association in the current phase of the political process in Iraq through the programs in which the Association adopts reforming and renewing. They are as follows:

The Political Program:
Coalition of Iraqi National Unity works towards achieving a number of important issues in politics:

On the internal policy level:
First: Pursuit amending the constitution as it is considered the supreme law which defines the political process procedures in Iraq within its general framework.
Second: Mobilize all political powers to be aligned on the same side against vandalism acts of whatever resource which target Iraq and Iraqis.
Third: Establish and fix the Iraqi national identity.
Fourth: Eliminate the basis of preferential treatment based on sectarianism and nationalism along with respecting peculiarities of the Iraqi society and spread feelings of tolerance, brotherhood, and real citizenship.
Fifth: Stop all forms of human rights violations perpetrated by groups of security systems and militias under parties in addition to terminating illegal sudden attacks, random arrests, and non-humanitarian torture inflicted upon detainees.
Fifth: Try to release the detainees against whom no charges were proved and improve humanitarian conditions in jails as per international standards for human rights.
Sixth: Issue laws that include fair compensations to Iraqis who were subjected to the various kinds of harm by terrorists, combat operations, or by the previous or current government regimes.
Seventh: Immediately start to develop a schedule to reconstruct Iraqi cities which were destroyed and neglected.
Eighth: Stabilize and fix the foundations of the democratic political structure, through:

1) Providing proper conditions necessary for the freedom of opinion, press, and civil society organizations for real in addition to providing legal guarantees for their work away from the control of governmental systems.
2) Staying away from preferential treatment based on sectarianism, nationalism, tribalism and narrow party agreements.

Ninth: Adopt a real national unity project that paves the way for a wide population base that contributes in the political operation away from the soul of revenge, exclusion and marginalization.
Tenth: Activate issuing laws that regulate political work so as to assure establishing national parties away from racism and sectarianism.
Eleventh: Protect and respect the Iraqi human being rights as per the constitution, the international covenant on human rights, and all international covenants in this relation.
Twelfth: Reject all forms of despotism whether political, religious and social.
Thirteenth: Purify the political work so as not to impact the choices through ethnic, sectarian or material coercion.
Fourteenth: Correct the political process track by overcoming the obstacles which prevented large segments of the population from proper participation in the political process.

On the level of external policy:
First: Iraq should adopt an external policy that is open to the world and takes into consideration Iraq’s higher interests and its wish to build bilateral and multiple relationships on the bases of mutual cooperation and common interests to take Iraq back to its international prestigious position.
Second: Frank solidarity and active work with all fair and legitimate Islamic and Arabic issues.
Third: Preserve Iraq’s relationship with neighboring countries, namely Arab Gulf States on the basis of common interests and brotherhood relations and on the basis of not interfering in internal affairs, respect political choices for each one of the countries, and solve their pending problems using constructive political methods and in accordance with the International Law regulations.
Fourth: Prevent all forms of external interference in Iraq’s internal affairs, no matter what the reasons and excuses.
Fifth: Respect international treaties and agreements, respect the UN Charter, try to get Iraq out of the 7th item of this charter.
Sixth: Stay away from the policy of blocs and fronts and anything that might create stress between the regions country. Try to secure the widest possible cooperation with all countries and deepen and develop relations in the various fields.

On the level of Islamic Relations:
First: Work on developing brotherhood relationships with Islamic countries so as to assure common interests in a manner that serves peace and security. In addition to this, work towards making Iraq an active member in the Organization of the Islamic Conference.
Second: Work on developing and reinforcing moderate Islamic culture and tradition, activate cooperation between Islamic countries and the rest of world countries and build positive relationships with them.
Third: Develop relations between Iraq and Islamic countries on the bases of truth, justice, good neighborhood and respect mutual benefits and common interests.

Constitution Amendment Program:
The current draft constitution does not meet the Iraqis’ national interests, there are many gaps, missing points, and mal-phrasing. This necessitates reviewing it so as to meet Iraqis’ expectations to build their country presently and in the future. For example, the current constitution needs to change all phrases that create discrimination between Iraqi on religious, nationalism, ethnic, tribal… etc. bases. Also, there is a need to amend articles that affect one’s rights and personal status.
We have developed a special detailed study in this regard where we have indicated the articles which rise serious concerns and affect the country’s independence, its unity, regional safety and its Arab identity. On this basis, CINU believes that rephrasing related articles; namely: the Preamble and Articles (2, 3, 7, 9, 18, 35, 41, 43, 50, 68, 111, 115, 121… etc.), shall top the list of amendment demands.

Building Armed Forces Program:
The Iraqi army
After the destruction of the whole military institution, Iraq was jeopardized as it was subjected to foreign interference and parties militias on one hand and loss of jobs and sources of living for thousands of families on the other hand. Therefore, CINU strives to do the following:
First: Rebuild the Iraqi army on national bases that guarantee its loyalty to the country not to sects and parties.
Second: Benefit from the accumulated expertise of officers of the disbanded army who are loyal (not politicized) and do not waste such expertise.
Third: Advance the level of training and equipment based on national and scientific standards.
Fourth: Pass laws that ensures the neutrality of the army in the inner field and ensures that it does not get engaged as a party in political tendencies. i.e., not to politicize the army and the security systems, prohibit political work within such institutes, and assure that such institutes are not abused by strong political powers at the government to achieve party or tribal gains or any other kind of political settlement.
Fifth: Emphasize the role of the army in protecting Iraq from external threats and not being used to hit Iraqis whoever they are.
Sixth: Technically develop and modernize the military institution so as to assure defending our country, maintaining its freedom and sovereignty in addition to protecting its borders.
Seventh: Revise the educational, cultural and worthiness system for military academies and police academies so as to assure that they believe in the principles of democracy, and human rights. Make sure to incorporate constitutional vocabulary and building loyalty for the constitution and the country.
Eighth: Prevent all forms of terrorism, armed militias and outlaws. The government shall be the only holder of weapons.

Police:
First: Make police as an executive tool to implement laws and protect the citizens and their belongings.
Second: Modernize the police system and vary its specialties in addition to improving the level of workers therein.
Third: Pay due attention to colleges and institutes that graduate police officers. Also, pay due attention to higher studies and specialty studies.
Fourth: Improve the level of individuals acceptance, ranks, and develop the abilities by enrolling them at special intensified training courses.

Security Systems:
First: Cancel multiple security system, keeping a part therefrom to protect the country and citizens’ safety.
Second: The Parliament should pass laws that identify responsibilities of the security system.
Third: Put such systems under the country’s control and under the power of the society’s three authorities, executive, legislative and judicial.

Country’s Institutions Reform Program:
CINU works to reform all public institutions through the following:
First: Build an institutions state that is based on the following criteria: professionalism, competency and equal opportunities for all individuals and groups in the Iraqi society without any discrimination.
Second: Build a “Laws State” not a “State Law”.
Third: Support civil society organizations and help them to provide the society with development, cultural, social, economic, intellectual and humanitarian plans and projects.

Anticorruption program to fight administrative & financial corruption:
As fuel oil prices triples some years ago, most of the Iraqi population lives in a state of poverty. Iraq’s children did not benefit from this significant increase in oil prices. Yet all of this money poured into the pockets of those who stole the population’s fortune through many phantom contracts and exaggerated contracts till the country’s treasury became empty. All of the billions provided by donating country magically disappeared. Therefore, CINU strives to fight administrative and financial corruption without leniency through the following:
First: Grant wider powers to the public integrity commission to enable it to practice its role in holding the corrupts accountable. Nevertheless, we hereby emphasize that the criteria of integrity and competency should be observed during establishing this commission rather than sectarianism and partisanship criteria.
Second: Activate the Financial Auditing Commission.
Third: Re-implement the customary contexts in cases of bids and contracts for which all of the country’s departments so that they may not pass phantom contracts or magnify the projects’ costs.
Fourth: Develop new standards to employ workers in public positions. Such standards should be based on competency not on membership in certain parties, ethnicity or sects.
Fifth: Submit the corrupts to the justice system and internationally trace those who fled.
Sixth: Activate the role of public control and monitoring.

Public services Program:
Our population suffer chronic problems in services; namely electricity and water. Power problems are still continuing from the year 1991 until now. Most of the governorates; especially Basrah, suffer from lack of potable water. Most cities in Iraq lack sewage system projects. Municipal services are almost nil. Therefore, CINU seeks the following:
First: Immediately start contracting to build strategic projects to generate electricity along with imposing strict control and monitoring on the implementation of such projects to prevent administrative corruption from finding its way thereto.
Second: Encourage investors to enter the field of production of electricity power on the condition of achieving balance between production and any costs that shall be borne by the citizen.
Third: Encourage governmental projects to be self-sufficient in terms of electricity by constructing gas or diesel stations.
Fourth: Implement capital water purification projects throughout Iraqi citizen in order to provide sufficient potable water for the people.
Fifth: Stimulate municipalities and refurbish them with necessary machines and equipment to implement municipality services efficiently. A strict control should be imposed on its performance.
Sixth: Optimum use of donations given to Iraq by friend countries in the field of services.

Level of livelihood reform program:
CINU considers developing the livelihood level of the citizen at the top of it priorities as follows:
First: Economic reform throughout Iraq and fight against administrative and financial corruption.
Second: Improve items of the ration card.
Third: Eliminate unemployment and create job opportunities for all citizens through planning for projects that has an absorptive capacity for workers.
Fourth: Eliminate the housing problem and immediately start constructing giant residential complexes to cover citizens’ needs.
Fifth: Encourage the private sector to invest in the public housing field.
Sixth: Support banks and encourage them to open the doors of granting loans to citizens to establish micro business and mezzo business which may provide many job opportunities for many citizens.
Seventh: Highly consider the elderly and provide them with all means of care.
Eighth: Review the rights of retirees proportionately with their sacrifice for the country.
Ninth: Support the poor and find solutions to poverty.

Economic Reform Program:
It is obvious that the Iraqi economy reached a state of collapse and falling behind, a situation that is not suitable for a country that owns such varied resources. If such sources were properly used, Iraq would be economically at the top of countries throughout the world. Therefore, CINU carries out the following activities:
First: Reform the Iraqi economy through a set of legislations that guarantee optimum use of available resource in a manner that achieves sustainable development that assures a fruitful future for next generations.
Second: Entrust the lead of the economic sector to specialized economic national personalities (Technocrat) to draw policies that are capable to improve the de facto economic situation.
Third: Draw a fair fortune distribution policy amongst Iraqis so as to achieve luxury for all citizens through balanced financial and social legislations.
Fourth: Totally eliminate all forms of financial corruption throughout all of the country’s institutes.
Fifth: Improve Iraq’s economy through the comprehensive economic development plan adopted in the various fields. This comprehensive plan is based on complete investments bases for the country’s resources.
Sixth: Encourage and develop the private sector as it is the main drive for national production and economic without neglecting the importance of the public sector as they intersect in some of the fields that affect people’s lives.
Seventh: Draw fiscal and monetary policy that is based on national interest and modernity and is founded on the International Economic Cooperation base.
Eighth: Adopt the market economy policy, and assure investing the money of foreigners and Iraqis alike.
Ninth: Develop controls for the Iraqi person’s interest, encourage the private sector and create a positive competition between the public and private sectors.
Tenth: Employ the capabilities of the public and private sectors aiming at increasing the national production so as to secure social and economic justice and in order for it to match with efforts exerted to achieve it.
Eleventh: Adopt a competent tax policy, reduce it its minimum, adopt a collection method, take into consideration those with low income, adopt variable economic and social indicators in the executive tax policy.
Twelfth: Reduce customs taxes to match the international percentage of 4%.
Thirteenth: Adopt the policy of encouraging foreign investment for the surplus capital. Allocate a certain part of the budget for this purpose provided that the investment was studied by specialists and guarantees a high and safe interest.
Fourteenth: Update the banking system, assure its pluralism and openness to the international banking system, provide banking services to citizens, and facilitate permanent banking transactions for the citizen’s economic activities.
Fifteenth: Transform the banks into private banks, encourage banks privatization along but keep the central bank linked to the country and the institute which organizes the fiscal activity in Iraq.
Sixteenth: Support national efforts in the field of constructing Iraq and rebuilding it, reinforce its infrastructure and rehabilitate it, activate the International Covenant Initiative, stimulate the relationship between Iraq and each one of; the International Monetary Fund and the World Bank to overcome the destruction through which Iraq underwent and shifting it to an advanced community that is founded on the basis of knowledge economy.

In order to save Iraq’s economy, we must develop a comprehensive plan to advance the varied economic sectors, such as oil, agriculture, industry and trade, as follows:

Petroleum & Gas Sectors:
CINU emphasizes the necessity of the following:
First: Strengthen national control over this fortune through establishing a Central Control Commission that monitors petroleum industry comprehensively and monitors the management of its resources.
Second: Start working hard to develop petroleum industry so that the production is bigger and better for the benefit of Iraqis nowadays and in the future.
Third: Establish advanced national petroleum companies in the field of producing, manufacturing and marketing that provide optimum investment for this fortune, and develop the currently existing companies.
Fourth: Prepare an ambitious policy to explore and produce that is proportionate with the current enlargement in the international demand on petroleum.
Fifth: Give due attention in the field of petroleum refining, extraction, and the Petrochemical industry.

Agricultural Sector:
We emphasize the necessity of the following:
First: Adopt an ambitious national strategy in developing the agricultural sector, upgrade this field, invest all natural, material, human and technological resources to develop the agricultural and animal production in addition to introducing modern machineries.
Second: Give due attention to villages, peasants’ communities in terms of providing necessary services (health, education, electricity, transportation…) so as to assure maintaining demographic balance between the countryside and the city, and avoid overcrowding in cities.
Third: Provide all necessary resources and capacities to advance agricultural production and introduce modern technology.
Fourth: Support agricultural products and establish industrial projects that support agricultural production.
Fifth: Give due attention to animal resources through rehabilitating cadres, providing supplies and granting the private sector wide priorities and facilitations to carry out this work.
Sixth: Give due attention to projects of land reclamation, desalination, and expanding the planted land.
Seventh: Resolve irrigation water problems and organize relationships with neighboring countries to assure a sufficient share of water.
Eighth: Modernize irrigation and drainage canals, invest water resources, expand in the field of constructing damns, and rehabilitate old ones.
Ninth: Modernize and expand agriculture. Work towards achieving self-sufficiency.
Tenth: Establish agricultural industries, expend same and encourage the private sector to carry out this mission.

Industrial Sector:
There are vast capacities, resources and expertise in the country that an advanced industrial sector could be built upon. We, at CINU plan to do the following:
First: Take care of the national cadres, guarantee their rights, support them, improve the standard of their living, develop their scientific and practical capabilities as they are considered the main pillar for industry.
Second: Encourage national industrial projects through issuing necessary legislations to support production and improve the quality and specifications.
Third: Develop the industrial sector by attracting foreign capitals to be invested and developed provided that this shall not be on the expense of the national best interest in order to achieve the following:
a) A direct revenue on the national economy.
b) Wide employment of Iraq cadres and improve their expertise.
c) Develop the Iraqi industry.
Fourth: Support the private sector and develop it hand by hand with the public sector.

The Commercial Sector:
First: Encourage and develop trade through adopting trading policies that are in harmony with the contemporary international changes.
Second: Facilitate commercial handling by improving the roads and bridges network and establishing an advanced network that links governorates to each other.
Third: Rehabilitate transportation sector, land transportation especially railways, marine transportation, and air transportation in addition to expanding in the field of building airports.

Educational Sector:
Education is the main pillar of the nation and its hope to achieve a civilized nation that stands firmly amongst developed countries. In order to establish a competent educational system, CINU does the following:
First: Revise the current curricula so as to suit the national de facto of the Iraqi society aiming at achieving a scientific and cultural awakening that compensates Iraq for what it has missed without adopting the policy of one party rather on the principles of democracy.
Second: Raising and upbringing Iraqi children on our nation’s noble principles and values in order to assure forming a generation that has the spirit of good citizenship.
Third: Make sure that important concepts and vocabulary in the field of human rights organizations in the elementary and secondary stages.
Fourth: Repair the educational sector so as to be in harmony with the spirit of this era and in compliance with the developed countries’ curricula.
Fifth: Allocate a sufficient percentage from Iraq’s budget to the field of education in order to develop it and upgrade it.
Sixth: Fight illiteracy through a governmentally adopted comprehensive national campaign that mobilizes all efforts also through educational programs that encourage fighting illiteracy.
Seventh: Activate the mechanism of free and compulsory education.
Eighth: Direct universities towards meaningful researches that aim at building the society properly and in a balanced manner.
Ninth: Develop scientific and technical capabilities and use them properly so as to assure cultural awakening, integration and overlapping with the society’s needs.
Tenth: Give due attention to teaching constitutional political systems, respect the principles of sovereignty, political pluralism, opinion and counter-opinion, freedom of press, freedom of speech and judicial independence.
Eleventh: Treat Iraqi intellectual migration abroad, develop national and investment programs which attract those competencies and return them back to the country along with assuring their safety in order for them to contribute in constructing the country.
Twelfth: Improve the living standards for teachers, university professors, and all workers in the field of education to guarantee that they lead a decent life even after the elapse of their service.

Health Sector:
In order to improve the health situation in Iraq, CINU shall pursue the following:
First: Develop health institutions, whether hospitals, clinics or primary healthcare centers and refurbish them with the best machines and medical cadres.
Second: Provide medical insurance to the citizen to save him/ her from the ghost of diseases and to improve his/ her health. This shall be done through issuing legal legislations that regulate this matter.
Third: Provide healthcare for all of the societal groups, mainly, pregnant women, mothers and children through giving due attention (in terms of quality and quantity) to healthcare centers specialized for those groups.
Fourth: Give due attention to doctors as they are the distinguished group of a society. Also give due attention to nurses and paramedics and develop the scientific and practical capabilities and expertise. Also, to increase their standard of living so as to suit their position and role in the society. Attract migrating competencies.

Fifth: Increase the academic level of students in Iraqi medical colleges through introducing state-of-the-art technologies and provide all necessary requirements.
Sixth: Contribute in awareness raising on health issues, and support international health programs carried out by international organizations such as (UNICEF).

Safeguarding Rights & Freedoms Program:

In the field of safeguarding all components of the Iraqi population:
First: Promote brotherhood between members of the Iraqi population regardless of their nationalisms, ideologies, and religions within Iraq.
Second: Provide educational rights for all components of the Iraqi society and guarantee that they are represented and that they practice their rights guaranteed by the constitution.

In the field of safeguarding women and their rights:
No society may awaken without promoting women in terms of their dignity, rights, and life-style because women are the viable element that is entrusted to raise generations. Since women are considered half of the society, therefore, we at the Association, strongly believe that improving women’s reality is a must to improve the society’s reality in general. This is achieved through:
First: Legislate laws and regulations that guarantee women’s rights and provide all requirements to advance them.
Second: Women’s competent participation in political and civil activities.
Third: Give special attention through social welfare to women who have lost their supporters.
Fourth: Support civil society organization specialized in women issues.
Fifth: Pass laws that protect women dignity and prevent abusing her in the various methods.
Sixth: Spread rehabilitation centers for women who are responsible for their families and provide the possibilities of continuing education and work, especially in terms of household economy, decide ability of their professional work thus increasing family income. This shall place women in their suitable position in the society’s economic equations so as they become and active element in the society’s national economy.

In the field of safeguarding family and child:
Family and child are the core of the Iraqi society. Safeguarding them is amongst the priorities of CINU . That’s why we pursue the following:
First: Give due attention to the family as it is the main unit of the society and develop legislations aiming at maintaining and protecting them.
Second: Establish centers to develop families and strengthen their relationships through holding seminars, conferences and lectures. Those centers should also encourage families to increase cohesion amongst their members and overcome family problems.
Third: Establish a fund to support family and childhood that is financed directly from the country’s budget.
Fourth: Pass legislation that prevent child-abuse and preserve family structures.
Fifth: Establish centers to provide all necessary care to children in all aspects, health, educational and physical.
Sixth: Develop education and upbringing that assures sound family ties and being based on our tradition and social de facto.
Seventh: Encourage marriage and provide material and moral capacities. Create healthy environment for marriage and forming a family.
Eighth: Insure the children and their study and provide it toll the end of their university study.
Ninth: Safeguarding nurseries and expand their prevalence.

In the field of safeguarding students, youth and sports:
Students and youth are two main pillars upon which the awakening and the future of a country depend. A country’s level of advancement is measured based on those two main pillars. Stemming out of this, we at CINU pursue the following:
First: Develop the youth and sports sector, support it through local and international projects and programs, mobilize efforts to improve this sector, develop necessary legislations, establish centers, organizations, and forums that may contain the creative energy of this sector.
Second: Establish sports, art, cultural and social clubs and associations that care about students and youth and direct their energies towards building and advancement.
Third: Help the youth to marry at a young age in order to protect them from social diseases and provide all types of material and moral support.
Fourth: Spread sports amongst Iraqis of all ages and ethnicities.
Fifth: Try to obtain an advanced sports rank for Iraq amongst other countries in the world through providing all types of necessary support to develop the sports sector.
Sixth: Provide job opportunities and eliminate unemployment amongst the youth in order to build a consistent personality.

In the field of safeguarding Iraqis outside Iraq:
Iraqis abroad suffered a lot due to conditions of immigration and being distant from the family and homeland. Therefore, CINU pursue caring for this important segment through the following:
First: Communicate with Iraqis abroad and provide suitable situations for them to get back to their country and serve it with their expertise.
Second: Defend the rights of immigrants and the migrated in international meetings, stand by them and support them through holding conferences to become acquainted with their problems and try to ease those problems.
Third: Engage Iraqis abroad in the process of reconstructing Iraq in the varied political, constructional and economic activities.
Fourth: Treat the phenomenon of migrated Iraqis so as to secure the coming back of those citizens into their areas, whether from inside Iraq or abroad and to provide a security environment that guarantees decent living without fear to them.

In the field of safeguarding retirees:
Retirees are a vase and important group of the Iraqi society groups. They dedicated their lives to build this country and serve its people. But this group was harmed a lot due to the severely low pensions. We at CINU are planning, with God’s will, to treat them fairly through the following:
First: Increase pensions so as to be proportionate with the standard of living to achieve free and decent life to them.
Second: Grant them loans that help them in facing everyday requirements.
Third: Open forums, associations and clubs for them to help them benefit from their time and sustain communication amongst them to maintain their moral status.
Fourth: Benefit from their experience throughout the years through consulting them in their field of specialty.

In the field of safeguarding political detainees:
Political detainees are an important group of the Iraqi society who suffered for a long time from the conditions of imprisonment, deprivation and scatter of families. Therefore, we, at CINU pursue the following:
First: Compensate political detainees against all moral and material damages done to them.
Second: Find suitable jobs for political detainees to provide decent life for them.
Third: Establish a loan fund to provide them with easy loans.

In the field of safeguarding persons with disabilities:
Due to the violent fights through which our beloved country went, many Iraqis were subjected to disabilities. That’s why the persons with disabilities category is a big one that needs special care. We at CINU do the following:
First: Pass laws that guarantee sustainability of financial resources for persons with chronic diseases or persons with physical or intellectual disabilities.
Second: Achieve sufficient medical insurance for persons with disabilities, facilitate surgical operations which help a group of them to recover from their disability.
Third: Integrate this category in social and cultural activities.
Fourth: Provide suitable job opportunities for persons with disabilities to eliminate unemployment amongst them.
Fifth: Establish a persons with disabilities support fund and allocate a budget for this fun from the country’s budget in order to support this category.

Educational Program:
First: Try to spread the concept of tolerance and peacefulness amongst Iraqi society members throughout educational programs and group activities.
Second: Try to build an educational system that reinforces national identity, the spirit of citizenship and loyalty to the country and discards all forms of discrimination on the basis of religion, nationality or sect.
Third: Spread the feelings of brotherhood and tolerance between religions and sects and call of civil peace.
Fourth: Adopt developmental educational projects and programs that contribute in developing civilized Iraqi people who believe in democratic values, respect of the other opinion and discards dictatorship in all of its forms and fights against the exclusion and sectarian ideologies.
Fifth: Respect our cultural and history heritage, be proud thereof, call for benefitting from “learned lessons” from our ancient, modern and contemporary history. Treat ideological and educational crises which the society faced throughout the ages. Give due attention to the original Iraqi tribes and their active role in building Iraq.
Sixth: Antiquities are considered a national legacy and resource that should be preserved. A national strategy should be developed in coordination with the competent international organization to redeem the Iraqi antiquities that were stolen after the 9th of April 2003.
Seventh: Give due attention to literature, education and art. Provide all material and moral requirements that shall develop this sector because it is a mirror that reflects the cultural dimension of the Iraqi community.
Eighth: Encourage spreading educational houses and forums inside and outside Iraq aiming at accommodating innovators and in order to widespread the Iraqi culture in introduce it to others.
Ninth: Spread the freedom of speech and freedom of press and media, respect for the opinion and the counter-opinion and enforce the right of peaceful demonstration.

Finally,
A sincere prayer to God from the Iraqi National Unity Association for our beloved Iraqi people that God Almighty grants them safety and security, and preserves and protects the blood, honors and money of its people, that God helps us to establish our national unity and helps us to rise to our bright future.
