The role of woman in the political process

Emergence of feminist movement began with the start of the Renaissance as a natural reaction to the process of political and social exclusion suffered by woman for so long because of the reactionary ideas and outdated traditions which resulted in her retardation and exclusion from social and political life and deprivation from her acquired rights; however, woman's rights constitute the focus theme for all organizations, hence they have formed a clear and definite vision to the effect that  woman role should be reinforced and her status  improved thru the opening of institutions and movements in order to activate her role in public life so that woman can, and via these institutions, revamp herself thanks to the mobilization of her rights and the establishment of a National Committee for Woman Affairs with the aim to make legal reform and set about a democratic process that would help organizations to work in favor of woman. More importantly, the international law of human rights has come to see the question of woman's full empowerment in the political process as issues on the path to realize gender equality while the statute views that to drive  more numbers of women into positions of power, decision making and work to enhance their access to those positions is an expedient to achieving certain goals like expression of the interests, needs and concerns of women and integrating them into decision-making process which is an assurance to obtain decisions reflecting the family needs, including children, and spouses themselves.

And as the international organizations consider that woman's participation in the political process is a tool to push the course of promoting woman's role ahead via emphasizing the development of political power abilities among women and the adoption of effective plans to develop her statuses and find a social culture suitable to advance the mentalities and grow the values of participation between both genders in a way enabling woman to exercise her political rights.

Yet, in Iraqi parliament we see that entry of woman into the political process amounts to 25% of the seats, if she were nominated thru the sectarian allocation instead of her factual worth according to her qualifications, academic and leadership capabilities, so woman's participation was per the quota system, and despite her participation in parliament, she has not realized anything noteworthy for women, widows and divorced women, and hence woman was forced to quit education and had to practice miserable occupations like beggary in different areas for the purpose of finding a living… by knowing that widows statistics, according to  the Ministry of Women, for the year 2008 reached 3 million widows suffering from extreme circumstances of oppression and starvation.

And if we pointed out to the political program of Dr. Nehru Mohammad Abdel Kareem, the chief of CNU on (alleviating the sufferance of Iraqi woman), wherein included quotations from the legal expert in the Ministry of Women's Affairs (Azhar Alshaarbaf) on 5/8/2008 concerning the government inability to provide the minimum of woman's requirements entrusted to it due to the Ministry want for financial budget and for being not independent linked to the General Secretariat of the Council of Ministers being a part of the Council of Ministers, which means that it has no independent building and even an autonomous entity, though this Ministry, which represents all entities of the state and community, must be independent in budget and building and should contain more staff than there is in order to realize its sought after objective.

In the same context Dr. Nehru Mohammad Abdel Kareem asserted the following:

??¶    Maintain the political gains that woman has obtained so far like her right to vote and her proportion in the parliament and governorate councils and endeavors must be exercised to raise these gains as possible as can be.

??¶    Demand to activate her role in political process on the basis of gains she has obtained and thus her role will not be merely formal in the political process.

??¶    Provide all possible resources that would help in raising woman's awareness on how important and patriotic to participate in political activities and for all ages, and that for whoever is willing, eligible or prepared for this domain.

??¶    Demand for expanding the role organizations that adopt enlightenment projects for the Iraqi woman.

??¶    Demand feminine attendance which would represent Iraq in the international conferences that address woman issues whether at the official or parliamentary level or civil society level. However, many main and central meetings were held in the lobbies and rooms of the UN with the aim to improve woman's situation, and what is remarkable about that is the absence of Iraqi representation which was limited in all of that to two men from the Iraqi Foreign Ministry.

??¶    Demand to promote the role of woman and establish woman's alliances that aim to cope with the security challenges.
??¶    Demand to involve woman in the programs of woman recruitment in the security corps for effective participation in maintaining security and stability, conserve the Iraqi woman dignity at the necessary checkpoints.
