The Independent Higher Commissariat for Elections is an effective key and important component to determine the fate of Iraq, people and land, whereas all elections in our dear country are conducted thru it especially the parliamentary thereof which in its turn will determine the parties, blocs and figures who will rule Iraq throughout the presidential period fixed for four years following those elections in accordance with laws laid by the parliament via voting, which included all parties and blocs participating in the political process under the dome of Iraqi parliament. So if the presence of codes regulating this Commissariat's work is important for the significant role it plays in determining the fate of a country for a certain period of time, then there must be an elections act runs to choose the members of internal structure of that Commissariat, these elections are run usually in advance of the parliamentary elections and are public, namely, not via the house of representatives, parties, bodies or specific circuits but are comprehensive, while the people are given the choice to elect very similar to the parliamentary elections in terms of content, that is, thru the ballot box and on specified date, so that certain class of people is nominated, this class is not governed by any party or sectarian affiliations but loyal only to Iraq, they are a known section of people and within certain requirements laid under an act to make sure of the safety and integrity of the said Commissariat in order to achieve justice between participating parties and blocs without being biased towards a bloc or certain group at the expense of other blocs and groups participating in the political process. However, what happened in Iraq from the elections of 2003 and up to date all were done thru the Independent Higher Commissariat for Elections though we know nothing about the act to which the internal structure of that commissariat was formed? Who are the personnel therein? What are their affiliations? What are their jobs and past careers? To what extent they are eligible and loyal to Iraq?
