Political process is a new birth?€¦ where does the fault lie?

It had never occurred to anybody that the labor of Iraqi government de novo after the elections which are scheduled to run in late January next year with all this stumble, delay, reluctance and retardation in the adoption of Elections law, which is the nerve of the political process elaborating on drawing the new Iraq map in all its denotations, without exclusion or marginalization of any group or sect. These new developments and others do they imply any negative connotations or insights ensuing from the political process and prospects of Iraq future?? ..   

The reading of intentions from behind this delay and this scene comes in the context of response to the variables and facts of the Iraqi reality, and out of  the interest  of the parties leading the political process, including the CINU, to have all Iraqi people participate in mapping the new Iraq, on the account that what is happening today is a historical establishment of a democratic political process new to the Iraqis, and based on this we believe that this apparent tarrying and retardation in the progress of the new birth contrary to what the others conceive, carries positive connotations to those who read them carefully, for it denotes the resulting understanding of the political process and the openness that came upon the Iraqi political stakeholders. So instead of avidity on power and exclusion of the others, we see an opportunity today for the others to participate in the political process in addition to adoption of the principle dialogue  and respect for the other's opinion, mutual compromise on the demands and rights acquired by the political entities from previous elections, in order to push forward the wheel of progress in the political process, and to maintain the security of the homeland and unity of the peoples' ranks, that on the basis of a fair objective reading of the Iraqi political reality… there is a very huge difference in quality between an obsessive dictatorial mentality and between a consensual democratic mentality; on the other side, this retardation in the political process before the elections, and despite the ongoing activities of regional blatant cleavage because of bombing, terrorism and murder, then the observer  will easily note the satisfaction that permeates the hearts of Iraqis, and that growing sense of belonging  to the homeland, which can be felt thru the whispers, meetings, and statements of citizens though of their affiliations and inclinations, a fact which asserts that the new Iraq has been verily born, and the elections in the work of drawing  the removal of  walls of fear and hesitation, and  drawing the actual beginnings of a new era in the way politics is practiced and exercised. However, within the next few months the new Iraqi government will be formed, but it will be quite different from what it had been, and it could be critical in some pending issues whereupon the main task will begin for this long-awaited government… that is how to start the activation of a belonged constitution, highlighting other figures and parties, activation of the frozen institutions, widening the governmental tasks at the level of public sectors, which is deemed a crucial and sensitive stage more difficult than the stages of building a new political Iraq, this constitution with all what it involves of injustice and activating fission, is the one which will lay the foundations for a new political life to which the Iraqis aspire, as well as it will secure the basic freedoms they are dreaming of after decades of the regime domination, marginalization, exclusion and non-recognition of the other.                   
And the reason for this is traceable to blind popular ready-made ideas coming from the departing colonial countries without heed to the circumstances of  time and environment passing those countries, and without regard to historical developments on the sciences of management and politics of that country, and as well as without thorough consideration on the validity of those imported principles and ideas and how they should be applied onto the reality in our economically , politically and educationally retarded societies, and how they tune in to cultural identity and cultural particularity established in our country, and this is clear and familiar that our practice of politics and governance, and dealing with the subject in our countries, following the outward liberation from the monopolists, though all of this is not free from deep impacts of incoming ideas and giving in to them, the two poles policy which divided the world then into two camps with which our children were pretty busy with he bloody struggles of eastern and western ideologies and in favor of both poles though there are a denominator between the groups and factions of the third world which is the factional, personal and ethnic intolerant affiliation greater than that for the homeland and common culture, and the reflection of that is quite evident on segment that belongs to parties.  From this premises there appeared individual, partisan, ideological and nationalistic dictatorships and along with also appeared bloody and deadly conflicts that left behind underdevelopment in all aspects of life until we have come to lose all means of power and inherited an accumulated legacy of problems, fragmentation, weakness and underdevelopment in our political and economic life. And now a new role has come in a new global system with which international relationships have changed a lot and as many courtiers as well, including our country Iraq, but will we stay all as parties, groups and power as we were in the past years? Will we change by the passage of time and place, develop ourselves according to the developments, ideas and cultures we have? Are we ready to advance and for pluralistic development, exchange of power and public freedoms, and other resolutions, and to consider the rights in the scale of justice? Or will stay as we were in our old dress? Consequently, vocabularies present in our national culture as seen from the CINU perspective give a beautiful sense for the political life, such as real co-existence, Iraqi freedom, realization of citizenry interests in living and the afterworld, use of the language of figures to identify the causes and methods of treatment, gain the trust of Iraqi citizen, field results and scientific researches that would give a clear and quick indicators and more than that in the CINU political period, which are actually so numerous. The political system realm established in the facts can bring up under its canopy many projects for political development, as it could also pursue a method of contemporary application mechanism matching current age mechanisms …for we possess an existent cultural stock, but we lack the courage and will in censuring our selves, and in adopting a new revival project, however, we can take advantage of management and good governance art mechanisms, or the creations of our race in all fields of life.  Iraq of today is the standard for that, so are we all in parties, groups and organizations that have formed and allied following the change of ex-regime, or which were working covertly on the coasts of right or left wings with deep and popular Iraqi authenticity in the political history of Iraq, ready to knit the art of life away from the arts of death, violence and sectarian game in order to make a bright future? Or will we stay as we were swimming in the seas of underdevelopment, dreaming of the historic glories? But, do this reality is driving us into despair? The peoples are who decide their destiny and thus if the firmly-established parties, in so oftentimes, are the voice of their peoples will so they have to be at the level of responsibility they are charged with otherwise they will not be pardoned by history, their peoples and masses and history is the best witness to that.
