The second speech of CINU directed to political forces and factions
 

Excerpts from the 2nd CINU speech in the national forces and political factions meeting (Baghdad Conference) which was held at the Palace of Conferences on 26/4/2003 A.D

Dear audience,

Peace, Mercy and Blessings of Allah,

During the last meeting, themes for debate were presented concerning the Iraqi affair and its current status that would bring into effect the democratic experience for our free Iraq starting from the stage of imposing security and stability traversing the transitional stage, and all the way up to the democratic transformation objective the establishment of a new civil society; however, our CINU have discussed these themes and put forth its vis-à-vis vision in the hope it will be accepted and advocated:
 

First theme:

Long-term goals that can be realized thru collaboration between all benevolent people of Iraq, in our free and new Iraq

These can be summarized as follows:

1.    All Iraqi people of different nationalities and sects should enjoy equally a democracy founded on mutual dialogue to achieve the ladder of social and political objectives for preserving the national unity, territory and people, against fragmentation and cleavage.
2.    Common factors should be sought among all political and social stripes which have the intention to build a new, free and prospering Iraq, and rendered a dialect for understanding in effort to overcome all points of discord and differences therein.
3.    Establish the concept of citizenship for all Iraqi people, which is about a system of fixed natural rights, acquired civil rights, mutual obligations, and basic freedoms, under which the national identity of Iraqi society will integrate, a product of physical and spiritual spheres, so that every Iraqi individual will recognize that the country's fortunes are for all Iraqis alike, and that individual interest should not override the public one, and that these concepts should incorporate an actual reality not a propagandist or symbolic one.   
4.     Support full independence of the judiciary, and to form a supreme judicial body to monitor a secure application of constitution, and has the right to veto any resolution, or decree issued from the Head of State or from any member of the government in contradiction with the constitution's wording.
5.    Legislative  authority is composed of the house of representatives and the senate
6.    All citizens of Iraq should enjoy the right to education and culture in the best possible ways, and modes and efficacy of education should be promoted while constantly innovate and develop the curricula, and active programs in this area.
7.    Advance the health sector to a level that secures health care and insurance to all Iraqi people and preserves the environment and its wholeness.
8.    Pay due attention to woman's rights and child's rights while realize the latter mental and physical desires in a way to ensure his sound rearing of which future outcomes are reaped for the service of public good.
9.    Attend continuously to agriculture and develop its efficiency by reclaiming and utilizing all neglected areas in Iraq and using the most modern and technological advanced methods to accomplish that with continued sustainability of this sector in cooperation with the specialized firms of  the coalition's countries.
10.    Establish civil advanced industries that serve and cover the needs of Iraqi people and hence contribute to supporting the country's economy in collaboration with the specialized firms of the coalition's countries.
11.    Develop tourist facilities, especially the religious ones that have a tremendous economic turnover comparable to many financial returns of other sectors.
12.    Practice rituals, ceremonial and feasts in full freedom for all Iraqi people, while taking into account that democracy does not mean disorder and assault on the rights of others.
13.    Promote the level of Iraqi individual's feeling to enable him understand that the relations with the others, whether they were Iraqis or not, should be built on parity in common interests.
14.    Raise the Iraqi individual's standard of living, social security and health status.
15.    Military establishment should build an army capable of securing the defense of Iraq with volunteer members and linked to the central government, and to be armed defensively in as much as the duties entrusted thereto are secured.
16.     Police apparatus should be an example of integrity carrying out the duty of establishing the security side and reassurance to Iraqi people.

Second theme:

Ways to achieve democracy verily in Iraq and the necessary strategies that must be adopted to actually realize democracy in Iraq  

These can be summarized as follows:

1.    All national parties should work together, on Iraqi arena, hardly and effectively to attract all educated elements, and enable them contribute to and work on the achievement of democratic process that is not in disagreement with the objectives, and these parties should transcend the state of isolation, and to prefer not narrow partisan interest over Iraq inclusive interest.
2.    Conduct intensive media campaigns on the part of all patriotic Iraqi factions in order to undertake an instructional role for Iraqi people to firm up the concept of democracy.
3.    Scholastic curricula, and in all stages, should be given abundant chance in the establishment of democratic concepts, and to corroborate that by  earnest and effective exhortation, orientation and education to create a generation keen to adhere to the democratic approach.
4.    The lack of democratic concepts over a period extended for more than four decades, has made the Iraqi people and those concepts on two disconnected sides, but even they have become something of the past, therefore, and for the purpose of rehabilitating the political elite,  and establishing patriotism, laying the foundations of  the constitutional state of institutions in Iraq, sp as to be a step on the road of building the civil society, coordination and collaboration must be made with the coalition countries that have helped Iraq to deliver itself from dictatorship in all military, political and economic domains.
