Statement on the closed and open list

Coalition of Iraqi National Unity: insistence on adopting the closed–list will procreate unproductive parliament

With the escalation of debate on the electoral system which will be approved in accordance with the open– or– closed–list system and the contradiction between the statements across the media, and what is going on inside the political circles, we would like, in the CINU, to welcome the call issued from the office of the religious authority Mr. Ali al-Sistani in adopting the open-list system. We would also like to indicate that any attempt by some parties to give up their statements and attitudes announced in the media concerning the adoption and support of the open–list would certainly place them under suspicion, first in front of the Iraqi people and second before their audiences.

The CINU realizes that adopting the closed–list system would beget unproductive parliament and at the same time this system will not reflect the will of Iraqi voter because it will place the voter before the selection of a certain list, sickly and fat, not to mention that such a system will enhance the principle of loyalties to specific figures leaders of their lists at the expense of electoral programs and supreme national interest.  

The CINU appeals to all Iraqi parliamentarians to respect the will of street and not to skip over this will to make it possible for the democratic process to take its course properly and to avoid any attempt intended to empty the content thereof. We call on all Iraqi actors to support the adoption of open–list system out of regard to the will of Iraqi voter and his right to see his voting result has truly mirrored in the coming parliament.
