Statement on the constitution amendment
 

In the name of Allah, the Beneficent, the Merciful

Within a series of successive failures of the parliamentary performance, a new failure has been added today, Tuesday 15/May/2007 A.D manifested in the subcommittee, affiliated to the lower house, inability to submit its recommendations as regards the amendment of constitution.
This inability was manifested in the political process this time, like its precedents in failing to come to terms on a number of critical articles as those relating to territory powers, management of oil and gas, reference and supremacy of the constitution and federal laws to what they are equivalent of territorial constitutions and laws. The subject matter of article 140 and so on….
And while the CINU is not surprised by such failures and successive unwarrantable delays, the latest of which is delaying an action to settle the question of revising some articles the Iraqis had national sharp division on them because of their constitutional provisions, and which had not the national consensus, for being fully aware that that is in the nature of allocation political process in which imbalanced gravitations would lead to a recurring paralysis in political mobility. And thus the CINU charges all influential blocs and parties with full liability and reiterate its call to reconsider the entire substance of the political process by returning to true principles of democracy and fundaments.  

The CINU takes this opportunity to announce the dogmatic stance of its Secretary-General Sheikh Dr. Nehru Alexanzan al-Husaini wherein he asserts the need to make real changes in the present constitution to become aligned with the supreme national common grounds of the Iraqis, a stance that reflects the need for genuine patriotism after it has been proved experimentally that the current constitution does not facilitate the administration of state in an effective and a civilized way, and does not lead to a real coherent state, and does not establish for the unity of society but on the contrary of that  it involves critical mechanisms meant to dismember and divide the state.  

That is why the national need calls for making the amendment of constitution the focus of all Iraqis consensus, otherwise its fate will be like its precedent and the political process will not leave the vicious circle in which it turns.
